The moon is actually supposed to be the focus on the piece, but multiple people have mentioned how it needs to be pushed back, so I pushed it back some. The new look is growing on me.
As for the lightning, I think it looks fine the way it is. Perhaps you can elaborate?

The mustache looks off, but I'll assume that's intentional. Broken nose? :P
Why not use colors from the face to add highlights to the hair?
and the cheeks stand out too, largly as a result of shading around the mustache. should shade as if there was not a mustache on the face, as the mustache would not make the cheeks protrude, but rather cast a shadow around the area.
That said, compliments from grave apply with me as well. ^_^

So, yeah, I edited the clouds mostly, changed the colors a bit, and expanded on the lightning.

Alas, I would opt for more contrast. Tis' a problem I used to have too often. But you know, it's very good you're working your way up from limited colors.

I friggin' love the lighting and explosion.
I would opt for more contrast and imperfections (I can't think of the word... like cracks, ya know) in the tower. But cracks aside,
SWWWEEEEEEEEET.
The Tesla reference gives you extra bonus points :)

Hey B.O.B., I saw this awhile ago, and it blew me a-freakin'-way. If you were going for an effect, then DAMN, an effect you have achieved. The concept, the way the colors blended together, and your dithering skills have initially blinded me to any errors in this piece...
Not to say there are none. Previously mentioned are AA and color management. AA, well, you're just going to have to pick at that until you get it, but color management is why I usually don't use MSPaint (it's a fairly good sized hassle to keep low color count there).

Yeah, I really would like to see this polished, but really, honestly, the effect would only be a mite different if you do polish it. Although that is what separates the good pieces from the great, and the great from the hallmark.

Anyways, I hope you don't mind this as an intrusion, but I took the time to edit it a bit. I reduced the color count from your 75 to 49 colors, and I re-AAed a line in the orb just to give you an idea of AA-ing and how much you need (people who probably can AA better than me... *COUGH* Tremulant *COUGH*, feel free to correct my edit, ... haha).
