Alright so I'm making a lil' game with game maker and have some pixel art going. I was wondering if somebody would help me in my quest to find an animation technique. I want to know what the best way is to draw my new frame over an old frame to be placed in a strip. I've got an issue with spacing and correct framing and hope someone can help me.

Basically any program with layers. If you don't have one, go for GIMP. It's free and will work perfectly.
Just create a new layer above the next frame in your line. Change the layer you're working on to something like 40% opacity, so you'll be able to see what you're doing and the frame underneath. |

The feature you want is known as onion skinning. It's definitely available in ProMotion and I think it's available in GraphicsGale, although both of those are Windows-exclusive and require you to pay. I would use GIMP's pseudo-onion-skinning with layers as Angel suggested.
