Hallo Ollantay.
You can use Aseprite and UPaint. These are the software i am trying out now because i have always being doing Pixel Art using MS Paint.

Read this, practise this, think about what you would like to make (this alone takes at least 15 minutes in your case ) and why, then open a random (use an 8 sided dice) program from the list you just gave in your first post. Start, work for 1 hour straight. If you have no clue what to do after 30 minutes go back to the first link and think again.
