Im curious if there are any Pixel art (Doesnt have to be intentionally made for pixel art) softwares which suggest color tones? Does anyoen know of any?

No, but you can investigate/create color schemes interactively using things like MyPaint's color selector or GPick's color-scheme generator.

Or browse some palettes hand-picked by people : http://www.colourlovers.com/palettes/
(This one not specifically made for digital arts)
