Hm... Sometimes I also find it difficult to point out the reasons for "not accepted artwork".
 
IŽd say your colours are ok, but perspective is bizarre. The eyes position makes this dragon look like a flatfish. Hmmmm.... Yeh! IŽd go for perspective! work on that!

Needs revision either means they think you stole something, is not transparent for no reason. OR, as in this case, is of too low quality.
Before submitting pieces it is important you post it here, or at other pixel forums to get critique.

What did I change=A few small things, but most important of all, your colours. Your colours were so oversatured they looked like Las Vegas...

I had a go, but im not too good at changing the saturation @_@ Decreased everything by 90.

I like your dragon and don't find this too objectionable. As mentioned the sense of depth is weak. Your dithering seems good but the illusion of depth is lacking. Keep trying, k.
