hello, anybody know this software? or similar where you can work on tile instances?

It's Cosmigo Promotion, commercial software.

I've recently added in Grafx2 the same system for repeating what you do on all instances of the tiles, it's in the latest WIP version for Windows (Attention, 24-bit image loading is broken in this build).
It's the new Tilemap effect (Control-T).

The piece was created by Helm and can be found in the PJ gallery here. The video (along with other recordings) was originally posted in this Pixelation thread.

No, I don't know it, I try not to download any software online, as it is not secure. The only exception is my new m4a to mp3 converter, it was worth taking the risk.
