I don't know, sorry, but that piece is really great. If anybody knows the person who did it and the software, please comment it here!

It's Cosmigo Promotion, commercial software.

I've recently added in Grafx2 the same system for repeating what you do on all instances of the tiles, it's in the latest http://code.google.com/p/grafx2/downloads/detail?name=grafx2-2.4wip1878-win32.zip - WIP version for Windows (Attention, 24-bit image loading is broken in this build).
It's the new Tilemap effect (Control-T).

No, I don't know it, I try not to download any software online, as it is not secure. The only exception is my new http://m4atomp3converter.org - m4a to mp3 converter , it was worth taking the risk.
