...submit the same pixel art two times with diferent colors?

Where I can see the rate of each submitted pixel art in the gallery?

No i wouldn't allow that. Just put both colour versions in the same submission and ask in your description for people's views on which one looks better.

I don't think you can see the total rating of pieces yet. Might be implimented later though... not sure.

I believe this was discussed elsewhere, and either sedgemonkey or jalonso put forth a great argument against it, so I think that it probably won't be implemented unless it's a mod-exclusive feature.
 
EDIT: This applies to the total rating bit.
