The scales look cool. Don't know the species so cant really c&c on the anatomy but the perspective of the lower chin might be off.

Yeah there's something odd with the lower jaw. The whole thing is really angular and shiny, sort of a general light source. It sorta looks like a Spinosaurus skull with covered in latex or something. Soften the curves, block out + better define the shaped is my advice.
Here's a real (real) quick paintover:

Hey Jeremy, I agree with you on the lighting, but that thing you removed there wasn't his neck, this dinosaur is supposed to have that... thingie... on his back. I have no idea how it's called. Look http://www.kidsdinos.com/images/dinosaurs/Spinosaurus1140815284.jpg - here .

As for the jaw anatomy, I see now that something might be off but I don't really see it fixed on yours, I think you edited the wrong part and that he should move the end of it instead, something like t his

But again, I'm sure he knows way more about dinosaur anatomy than we do, so its hard to tell who's right.

I have to agree about the lighting. Thanks Jeremy.

But the neck was misunderstood.

Both the top and bottom parts of the mouth are out of perspective with the rest of it. Most of the head is seen very diagonally, close to a 3/4ths view. The mouth is much closer to a profile view.

The inner mouth also doesnt go out at all on the left side when it pokes out dramatically on the right, which could be a lot of the problem with the lower jaw...
