Well, I wouldn't say that a candle is a good example of a 'strong' light source :p
But, I will give it a try.

I assume they mean stong there as in, it creates a strong lighting condition (contrast). Fluorescent lighting is obviously a brighter light source than a candle, but it makes everything lit equally.
