Create an idle animation of a sprite; but exaggerate it a little. Breathing, shaking limbs, dust from the ground, anything you can think of. Organic, spiritual, mechanical, anything goes.

From what I understand, it refers to emphasizing minor things. Breathing? Make the character deeply inhale and exhale every second. Shaking limbs? Make 'em shake so much that it implies an epileptic seizure. Dust from the ground? Make the character wildly scrape his or her foot/shoe on the ground back and forth so that a decently sized dust cloud forms right beside them.
That's what I got, anyway. If this is not right feel free to correct me.
I think it's the second guess you had, "the animations themselves exaggerated". Essentially a non-standard idle animation. Rather than the back and forth bob, brush off the shoulders instead, or clean your knife, reload your gun, etc.
I could be wrong though so who knows
I'm confused by the challenge prompt. What sort of exaggeration are you looking for? Do you mean it shouldn't just be un-animated, or do the animations themselves have to be exaggerated, or do there need to be as many motions going on as possible?
Aren't most idle animations a bit exaggerated anyways? Even simple breathing animations tend to be a bit played up.
