It was the time when Atari STe and Amiga 500 dominated the market. Back then i used the top: pixel program, which was "Neochrome master" on the Atari ST. The program allows 16 out of 4096 colors. I did not (!) do any pixelpainting for about 10 years now.... :(
PC Steem Engine is an emulator for the Atari STe.
I am still looking for a clever alternative to this "oldtimer" combination. Can you recommend Grafx2?

You already put an enormous amount of work into it. Nice colors and a lot of dithering. Please take these words to encourage your work: If this is your first background, i´ve got some valuable advice. (This advice helped me a lot in the past!) To make the sky more interesting, take a look at a photo reference of a sky on a really stormy day. Add some (cleverly made) clouds - it makes the picture more lively.
