Not much to say...
13 colors and it should fit the NES restrictions (unless I overlooked something).
EDIT: it seems my gif maker added some random dots on some of the tiles... oh well, just ignore it.

Looks great to me. I love the NES FF style. I used to do mockups like that before I knew what a mockup was just because I wished I could make that sort of game. You've added more detail than any NES FF ever had though. I like it.

as for the image itself, actually it does not meet the NES restrictions, sprites can use up to 4 colors per 8x8 tile, and tiles can use 4 colors per 16x16 tile [or with the MMC5 mapper, 8x8 tile], while you meet this, you seem to have misunderstood how the NES works with palletes, the sprite and background palletes are seperate, and are composed of 4 sets of 4 colors each, I can see in parts you've got black, drGrey, LGrey, brown | black, blue, red, gold | blue, LiBlue, grey, black | black, drBrown, LiBrown, LiGrey | and the bookshelf is messing you up using | black, drBrown, LiBrown, Blue |

another error I noticed was where the pillars meet the ground, the tile is actually using 5 colors. You do seem to be below the tile limit, though I'm actually too lazy to check that. Most of what the NES is able to do is dependent on the way the game was programmed, so I can't go too much more in depth than that.

technical specs aside, it's a well put together scene, the animation works, although it seems abit "square" if you will, overall nice though.

4 colors per 8x8 tile, 16 colors (or even 15) onscreen.
There are no tile layers.

I think the NES restrictions are no more than 4 colours on a 16x16 sprite or tile per layer. and has a palette of 53 colours or something. Very nice, reminds me off Final Fantasy and Dragon Warrior.

actually i take that back, this is better-looking than any NES rpg ive seen

i must say im always impressed by your retro work.  if this had come out for the nes, i would have bought it and placed it next to mario+duckhunt
