Well, the first thing you should take into account is the shading. Your lightsource is coming from the top, so the shadows should follow suit and look like they're being caused by the light. Next, you need more contrasting shades. You have 4 visible shades of green; a highlight, a base, a shade, and the outline. But, you have another shade you can barely see. You'd either want to make it easier to see or not use it, because it doesn't add to the piece when you can't see it.

Another thing you should take into account are the colors you're using. I'm using Vista so I'm not 100% sure, but it looks like you base green and your base red are default Paint colors, which you don't want to use. You want to use your own palette. Also, you should try and add depth to it. Right now its just a creepy green guy staring blankly at the screen, when you can convey emotion with its facial expression.

I hope that helped. Also, I edited it to try and show you what I meant by all of that. :)

I made it for a project whose goal is to re-do all of the sprites from Pokémon Yellow and, believe it or not, no one wanted to do Metapod, so I did it. :P Also, the AA on the outline is part of the style, but I can alter it if it looks that bad.

Its 4; two shades of the main color, white, and the outline color. I had transparancy, though. And the shading on the outline is actually AA.
