With dithering of the sky and some form of contrast/detailing of the mountain this would be super super rad.

At first I used outlines on the bear to make it stand out from the background, but doing some adjustments on the said background proved that the outlines weren't needed after all. I was also able to reduce my color count to 28 on my update.

First thing, there's no need to post an upscaled version because of PJ's awesome zoom feature =)
One thing that hurts this piece IMO is the inconsistent use of outlines: dark uniform on the bear, changing on the fish incl dark and bright. In particular it makes the fish look flat and bevelled instead of emphasizing its volume. On the bear it contradicts the light source.
Some pixels work better with outlines and some without, but they may be difficult to get right. With this style of PA I'd go without.
44 colors is a lot for this level of detail, yet it looks like you didn't have enough because many are very close.
I'd suggest to try to reduce that amount by half or more, while broadening the range of values and saturations. Some reading here =)
The brightest highlights should be reflections on the fish.
