Just pick a colour that gives the same impression as that one, for example, #044460. In any case, that's much less intense and doesn't hurt at all.
If the original blue's fine for you, maybe your monitor's duller than mine? Or you're in a better-lit environment than I am. Or you have some sort of very fortunate vision damage :]
Coud be hard to use because its a paper with multiple diffrent blues :P
In my opinion it doesn't hurt at all, but I think you should tone down the blue a bit anyway 
If you want a blueprint color, maybe use a shade of blue like the one found on this blueprint?

The blue in this is painful, even at 1x. If you plan to use this as an avatar, I recommend making it less saturated/bright, so that you don't hurt anyone's eyes.
My monitor is from 2002, its bright day here wich burns my eyes right now...and i am a wearer of glasses and i coud get blind when i dont use my special glasses...
So all 3 things are right...but i shoud notice to bright colors i guess...i will change the color a bit
