At the moment this is more like oekaki. I'd give some texture to the dragon and AA it. I'm also not keen on the olive colour outline. Nice concept though.

It looks rough in patches, and you often used two shades that were so similar it wasn't neccesary. That, and a few stray pixels make me feel like you didn't spend the little extra amount of time needed to refine this inti a truley good peice.
