The effect is made by duplicating twice the layer of the original drawing, changing the colors one in red and another one in cyan and shifting the red to the right (here one pixel) and the cyan to the left (or viceversa). After that, the layers in red and blue should be put not as normal but as multiplied (you can easily modify the property of the layers in the settings of every software). By multiplying the red and blue you can blend them with the original work. I hope it was clear, anyway you can see tutorials on youtube on how to do it with real pics, and with pixels it is even easier.
The inspiration came randomly, I made some researches on these old advertisement about meds and drugs which are so crazy :D you can find many on pinterest.
