Surprisingly this uses the same palette as my previous submission 'Jamaican Woman.'

I saw this lovely base and wanted to try something different. I haven't done much with creating a sort of false opacity working within a palette so this was my little experiment with that. Also I never bother trying to create, well to be honest, ANYTHING in motion so I thought I'd try with the hair. I created my own little technique for doing the hair which made it a bit easier but it still required a few hours or tweeking.

What I was trying to do here was have a light, silky even somewhat translucent top blowing against her body, a somewhat stiff long skirt and long light flowing hair. In the end I think its odd the hair is blowing so hard and the skirt is unmoved, etc. Its all a bit of a mess really but I still kind of like it..

I've only shown a couple of people and haven't received much "Ooo"ing and "Ahh"ing so I'm going to assume its far from perfect. At this point though I don't know what else to do with it..

I might have to tweek this a bit more and resubmit. However at my skill level this may very well be the best I can do. Though C+C is MORE THAN WELCOME! I have much to learn from your skilled expertise; also I haven't submitted this contest entry yet so have at!

I adore the dress. The way the fabric fold and hangs is very convincing.

I'd drop the whole "wind" thing, since wind would be affecting the whole piece uniformly. However, I don't have a problem with the hair the way it is - the pose has a lot of movement, and it looks like she's moved suddenly and whipped her head about, so that her hair is streaming out behind her as a result of the movement.

For a seemingly flowing fabric, it sure does hug to her breasts rather tightly. And I really have trouble seeing what's happening with the fabric on her lifted arm and her face. That area just needs a lot more clarity of what's happening.

i tihnk the problem is not that it lacks a background, but that the hair is the only thing effected by the wind; every piece of her outfit should be visibly blowing in the same direction if the wind is strong at all, else i'd tone it down in the hair and remove it from the title.  it's a nice enough drawing without the wind part

So shes bland.. hmm...
Well dangit.. guess I'm gonna have to find some way to spunk her up a bit. I think the background idea isn't bad. I'm not very good at backgrounds though and with only 16 colors to work with I don't know what I could manage. I think I'll have to give it a go though..

I would have chosen different colors but being its for a palette contest.. I'm kinda' stuck with what I've got. lol Though I could have made her outfit brown or pink or grey... my favorite just happened to be .. well the blandest.. lol

As for a possible background ideas.. hmm.. have to sleep on that one.

It would be really cool if you could do some sort of background to show that its actual wind in her hair...and not to much hairspray :-p

id say...maybe a really pretty beach scene, shes on the water line...or maybe up in the mountains..or in a field with windmills in the background and some mountains fading into the distance...

or no background...it looks nice though. I personally think the fact that you arn't getting the "ooing" and "ahhing" that you want, is because the color scheme (not that its bad) is bland..I think with the colors you chose, it would look neater to have a background...If you were to do some brighter colors, you probobly wouldnt need a background.
