I have been fiddling with this all too many weeks now and must let it go. Whatever flaws remain by now was meant to be there.
Originally, I had a plan of using three different 32-color palettes, one for the terrain, one for the units, and one for the UI. The plan didn't really hold: I added an extra green to DB32 to get a subtler grass texture, the UI ended up mixing Carnival32 and DB32, and as for the units I never found a palette I was quite happy with so I ended up inveting a set of basic saturated color ramps for that.
