well, you now have your second try, and it is suposed to be better than this. I suggest you to move to the WIP section in the forums. people there will gladly give you some C+C on how to improve it.
the outline in those sprites really ruins the image. also, the jaggy lines could be easily refined with a bit of eforth. about the desing itself of the pokemon... i'm not really fond of it. in my own, personal opinion, it sucks.
