Not really much to say here. It's simple yet great! I really like the "evil" shape of the cloud.

basil : thats not really true now is it? last time I checked, using a wacom tablet was allright too. and more so, I think overly strict rules are just contraproductive and anal. As long as no transparency and gradients and crap is used I say OK.

But yea, atleast turn off the AA on the text.

That's very well polished, Clasic. I do suggest, however, that you remove the text from the picture.

You're not allowed to put anything in your art unless it was drawn by mouse.

=/ Doesn't look like the text was pixel art, since it takes up more than half of the colors.  I think the way you used the dithering and AA together like this is a little weird as well.  With all that said, I think it shows that you have a lot of potential and that you should keep it up :3
