Yes, pixel art requires more than just flood fills, and outlines. Also, White backgrounds are a no-no here, unless wisely used for the sake of the scene. This one is too questionable. It's a good reproduction of the actual character, just not the type of pixel art we would like in the galleries...

same as your other matt groening piece.. try to not just trace and quickly floodfill with washed out colors (proof: the trapped white pixels)
