It appears she has no hips, but other than that very nice work man!

Oh. Well, it looks like you got 'er now. And for the other stuff, pretty much what Dr D and Helm said. Personally, I use MS Paint.
Can some one tell why do i get error when i try to submit my pixel art?
It goes like this: I choose my picture (Itso over 100x100) and i upload it in the optional ``box``
Then i do the other thing that is needed. Then i click ``submit``, it download a while and then appears error and the small image box is red? What shoul i do guys???

Hey are you sure this is a clean version? Did you save over your steps? I think this suffers from gif dither on save. I opened it up to remove some banding on pro motion and there's scary patterned noises at flat spaces... do check. If not, I can remove the noise for you - and take a stab at making a 24 or 16 color palette of this... you don't need 66 colors... .

There are a wide variety of programs you can use. Even the most simplest of programs (MS Paint) are widely used and can wield great results.
The programs I most recommend, and are probably most widely used are:
Cosmigo ProMotion
Graphics Gale
You can use programs such as PhotoShop or GIMP, but you're going to have to configure them properly for pixel art so you don't accidentally use any automatic help.
There are some other older programs as well, such as Deluxe Paint. I don't know much about them though, you're going to have to do some searching around and experimenting to see what works best for you.
Good luck. (I use MS Paint, personally, but I don't really recommend it, as other programs are better once you get used to them.)
Really nice, although this reminds me of Street Fighter 3 Alpha than KOF. Also, I almost hate to mention, but I think the masculine legs complaint isn't really because of the legs, but because of the narrow hips compared to the shoulders.

The style is spot on and she is quite attractive too. Great work on the knees. I know where it comes from, but is there a way to do this without the banding, I wonder. If you come over to Pixelation for critique we might find a few tricks.

This looks great! I love the attention to detail you meticulously paid to the anatomy of her knees. The boots are the weakest part of the design in my opinion. They will take a lot of extra effort to maintain those details while animating for little visual payback. It would be cool if you blurred the green parts on them during her movements so it looks like they're some high-tech lights. The trail that would leave behind kicks would look awesome!

yes, white backgrounds aren't needed...remove the white ground/transparify it, and we'll submit it into the gallery for you...otherwise, sending back for revision
great work. still haven't solved that banding problem, but it doesn't hurt the overall quality too too much.
