Love the character. I also like the preview border image. :) The balloons are very well done. You've got the texture down perfectly.
the leftmost red balloon looks flat on one side because of the shading.
I don't think the balloons should really be dithered, a balloon's surface is generally very smooth...
I like the character though. (p.s nice name change ;D)
