This is seriously suffering from a case of gif artifacts - the animated parts and the non-animated parts.

The scrolling text should be removed too; I don't understand its purpose at all - all you've done is overlayed a semi-transparent layer and placed a font over it.

Please submit the version at least without the gif artifacts.
