I think the weird look is because its pixel art and it tries to mimic the "painted" style from braid. Its not terrible but its shurely uncommon. I think the real problem is some kind of sharpness and frizzle on the shading lines.
Other than that it looks cool man.... its not terrible at all.

I actually like those pants and jacket, and tie too. The question is, can you control this shading effect and spread it to the face and hair? It has an unnatural super-glossy feel that's interesting.

The shading on the pants looks terrible. The bottom of the jacket looks bad, too. I think the key and hands are the best parts.
