Hatch, If i were you i'd move the ear and work a little with the right side of the chin instead. The original face is better in my opinion. But adjusting the simple things instead of making it into another person would be better in my opinion.
Anatomy and perspective are really out of whack in some areas. Here's a very hasty edit:
I know tt has many problems of its own and I somehow made him black, but a few of the features are in more logical places.
Wow! This looks way better at X2 than X1!
Great pixelling. I think the black is too contrasted relatively to the other colors (unless it's my monitor), and makes some details too prominent: the mouth's straight line, the broken outline on the left side, some lines around the eyes.
Glad to see some of your stuff once in a while!

To nitpick, I keep thinking the electric-blue hue is too saturated (i would have taken your greyish blue instead 
)
Very nice ! ( i especially like the hair pattern).
The bg lighter blue doesn't fit the other colors at all. Why don't you try a plain bg ?
His right eye shouldn't be so hidden by the nose.
Is it a Joker smile 
?
The outlines and its antialiasing could be better, but I like this overall!
