Well, the style of the game is supposed to be dark so that's why there isn't really any major highlights. Though I suppose I should add some. I agree with you all about the colors though. And when I first made the grass I didn't really like the style of it, but for some reason I stuck with it. I'll post an edited version by tomorrow :)
It looks nice, but (as said before), it lacks perspective. The grass looks like it was stuck onto the cliff =P. Nevertheless, the rocks look very good.
I think the grass could be a lot more interesting. Try giving it some actual shapes and details.

The only thing I'm not 100% sure about is the dithering, but that depends on the overall style of the game I guess. And so do, IMO, the colors which seem a tad dull if you see the piece on its own, but might be just right as to not disturb when used as a background. Anyway, good work, I'd like to see more!
Nice, but more lively colors and contrast on the highlights and shadows will define more shapes I think.
ecluding colors choice, the biggest problem I see with this is perspective, I can't see it's a cliff, It looks more like spikes and grass in plain.

the rocks look quite good, maybe they could more highlights...
grass is too noisy, why not tile it aswell?
my main problem is color.... its very dull and lacks contrast...try working on a 50% grey background that helps a lot when it comes to proper contrast and coloring, also try hues shifting, meaning that u dont just use linear color ramps of one hue from dark to light but instead give the shadows a blueish tint and highlight yellowish... or however u like it....
Excellent job with the dithering. My only complaint would be that there needs to be a purple for the rock's shadow instead of a brown.
