Y'know, I think I'm actually going to throw in a yes-vote for this one. I 'd still like to see it cleaned up, and the color count could be lowered, but it's my favorite piece from your gallery, and it's really shame to not have seen anything get accepted yet.
Honestly, the massive use of colors looked pretty useful. It looks great, and such precise AA.

Wherever you put in the detail, it looks fantastic. The character's face, the fishrooter's(?) beak and fins, etc. It just gets pretty sloppy in parts of the background.
A few hours of cleaning it up, maybe giving it more attention, and this could probably take top spot for monthly.
I tend to agree with iLKke, this piece deserves some more work! if now it's great, it could become awesome!

My recommendation is to bite the bullet and finish the picture. Parts of the background can remain unrefined but the charaters are really the main focus and should be developed further.
It's a pretty ambitious project if you haven't been pixelling for a while, as it takes a while to finish. You could always pixel yourself an avatar to get back in shape.
could use a lot more pixel-pushing to refine it, reads as a WIP to me. very cool image, just a bit messy on the pixel level in several places.
Actually it's 108 colors but "only" 104 are unique. The Grafx2 palette-menu has a "reduce to uniques" functions. A little color-rich, but a very nice image. Though you could use a bit AA on the head of the...fishrooster(!?)
you could crop and submit the fish, or maybe the rooster head, but as it stands it's just too unfinished for the gallery : (
