I agree that it`s dreamy-like, but it`s really unclear picture. This must be because of the heavy use of dithering. I suggest youd lose some of the dithering dots and make it more fuild that way. Also some of the back mountains look a bit messy, atleast their lines. Then the moon, it`s not rally a circle, so make a circle. Its easy, in paint for example, just take the ball-brush and press CTRL and then hold + to alter its size...

This piece isnt bad, but needs working on...
