Likeness is spot-on, I knew who it was and I don't even know the name of the actress or have followed her movies. The pixel tech can take a lot of cleaning, though. It's more like oekaki on the pixel level than a laboured render the pixels usually crave for.
I agree, the cyan on the face looks unnatural. But otherwise it's nicely done.

The 2 red pixels indicate laziness.
A lot of rough areas that if cleaned would help a lot.
The cyan highlights add nothing.
Your AA still a bit rough and tends to band...keep an eye on that.
I think the light blue lines on the face is unnecessary, it just makes it look rough. Otherwise, nice portrait!
@jalonso - I originally had about 100 red pixels and looked at on another monitor and realized they really clashed with everything else. I removed the remaining 2. Also removed most of the cyan. I guess I thought it made her sparkle a little (just like her personallity). I'll have to go back and identify the rough areas. Right now I'm dealing with snow. :-(
