At the moment, there are 2 fundamental problems with this piece, one of wich doesn't allow it to get through.
It get's obvious, when you zoom in, that you used dirty tools ( dirty tools: Smudge, auto AA, soft brushes etc) or made some mistakes when exporting, as there are a number of more colors than 16 ( photoshop counts 31 colors, a lot if wich are practicaly the same, on the first frame alone) and if you want to use this piece as avatar, it should be 64x64 pixels or smaller - that is the max size for avatars on pixeljoint.
Remove those simmilar colors, and it will probably be approved.
