Looks like it was made with magic wand tool and moving selected areas here and there... the thing is - some pixels should not be moving and that's why it does not look good. You should zoom in and work more on this one.
excellent question. it doesn't look really bothering before a white screen but...
With a little refinement this would be great, I do think the All-Seeing-Eye part should be moving slightly independent of the body as well
