Well, can't really update it until after the voting ends. After the challenge is over I'll try to fix everything I can.
Dp - The edit looks good, but you forgot to fix her cleavage.
Not bad. The dithering is a bit much tho. I would have went with a more contrasting color ramp.

I think that lip issue is still present - now looks like they bent inwards, although with closer look area is defined. But color chosen is too close to the rest of the skin, so they not read as lips. Try to experiment: use more pinkish tone, see will it make for better or for worse if line between liips will be defined not by dark line as on photo but by difference between shades of upper and lower lip - such things.
With the whole face - you're getting closer, but not yet there.

But I know how hard it is to make a portrait even with a ref, and it becomes increasingly harder with each color added.
Seems that you haven't took enough measures to make all proportional to original. As for shadows and such problem parts as lips - you can even use automatic color decrease to two colors or so to see how it would treat shadows and take a note if any solution is usable. Also if you plan to show it to anyone, I think some difference would be tolerated as long as overall look is pretty.
Her mouth looks awkward and her neck seems too big or something. Her chest shouldn't be showing that much shadow so high up either.
Could do without dithering, honestly. Her chest is a little high too.
