Never played the game, so no inspiration there.
The fountain is based on the fountain on Concorde Square in Paris, and the overall setup - with the City Hall configuration - is inspired on the City Hall in New York City.

Funny you mention those, Pixer. The sidewalks are actually part of the standard street template of Pixeldam, and are the only things not pixeled by myself...
