Actually, I like both the character and the background. I'm still learning the basics of pixelart, so I thought the dithering in the background was a nice way of adding more shades without using more colours.
There does seem to be some anatomical issue. I'm not sure if it's just a matter of his thigh being too short. I also think the torso might be a tad short and his hips a bit high up. But I'm not a master of anatomy, so it's just my amateur opinion.
The problem with the bg is that it's too dark, I think. Being in the same range of values than the char, it takes away a lot of contrast. Brightening and maybe desaturating it should work better.
His right thigh is too short.

Well it's a concept character so I wanted to keep the focus on him and him alone, the BG is only there to give you an idea of who he is and was done in maybe 10 minutes where as the guy took about 5 hours. Thanks for commenting though.
I feel bad about the piece as a whole. The background really takes away from the excellent shading and colors on the character.
For some reason, I really really like the dithering used in the hills in the bg. It seems to fit really well. Of course, the foreground is great as well.
