It's a great concept, although I would have changed the beak (I didn't see it was an eagle before I read it in the comments) and perhaps given the pixels some motion blur to indicate their direction.
Wow super good idea about the clusters... I'll try to have it done before the challenge is over if I can find the time.
Oh. I failed hard to grasp this even though it does make a lot of sense and gives the image its meaning. But it's a fact that dithering doesn't convey the assembling process.
Also I think we tend to see the pixels as falling down, because that's the usual situation.
Giving the big ones trails below them would suggest upward movement I think, and maybe assembling some in secondary clusters (like a puzzle coming together in patches) might help too.
Anyway I like the image even more now that I understand it =)
Thanks Manupix, the dithering below the wings are supposed to look like pixels slowly forming the eagle... Guess I failed? Or should it be a bit more irregular?

I agree with Chibiwing about letter spacings even though I understand pixel constraints don't make it easy.
Also I didn't see the eagle for quite a long time; and the dithering below the wings is not all that good. Some bubble-dither-pattern a la Dawnbringer would look better there.
@chibiwing; Thanks for the criticism; first of all note that the upper and lower text are not of the same size. Apart from that there are different spaces after each letter in the rules of typograpy, depending on the extensions of that letter. Still yes there are 1 px plus or minus on spaces, and that's because I wanted to fit just in a certain space.
Oh and the stray pixels above the eagle are meant to give the canvas a feeling of night-sky.

Anyway, I really like this one. It gives off a great "poster vibe". First one I've seen that could have been an actual poster!
I'm spotting several extremely minor errors in the words (spacing between letters, consistency among Es Is and L). Also, while it looks fine, is there a particular reason for putting dot pixels above the eagle? That part seems to be pretty complete already.
I had to agree with chibiwing in the letters stuff and manupix in the dithering, but otherwise is a very good work. I really like the concept.
