Hey, no problem. Anyone interested in pixel art deserves that kind of attention. I see you have improved, although I can still spot some minor flaws. No matter- it's real good for a beginner.

Here are some tips on the design. - Make the background more dynamic. I'm thinking the kind of wavy, orange and yellow lines towards the middle instead of the plain blue you have now. - Make the 'spikes' of the flames flamier longer and swirlier. Right now it looks like a hairy ball of dough, really. - Make the eyes either bigger and enlarge the pupils or enlarge the pupils and leave the eyeballs out completely. Kinda like what Nintendo always does. - Make the arms and hands more visible. Use more yellow.
Here are some tips on technique. - More contrast. Not only will you have to use less colour that way, but also enhances the overall look. - Make the pupils a more visible colour. It looks like a friendly fireball to me, so I suggest using black with specular. Specular is the white reflection you always see in cartoons. - Less yellow on the borders. By either adding red to the borders or changing some yellow into red, you will emphasize the flame instead of the background. - When you make the background, remember the background is the background. You don't want too much contrast on there, because that'll only distract from the main piece: your flame.
I think that's pretty much all I have to say for now. Sorry if I may sound harsh, but I get carried away with critting every now and then. Good luck and nice work so far.
