Wow. Looks kind of like it belongs on the SNES, yet the shading style isn't really like anything I can think of on there.
OOOOHH, like, you movin' up and down and avoiding touching any obstacles or monsters? That gives a new context. Oddly, it has the possibility of making this look A-OK, or it means my point is even stronger. How can it be both? Well, it depends on how the game will scroll. If the background is parallax and moves at a different rate from the foreground, everything is fine since the movement will help separate the the two. If they move at the same rate, however, it'll be very important to know what's background and what's foreground, so making the background reced more (with darker or more muted colors perhaps) would be important. It's all context :)
Again though, as individual parts everything looks truly awesome.
Agree with helcril, the character light outline makes it stands out a bit much, though it's hard to judge on a still mock-up and could work well in action :)

It's supposed to be a game where your character is flying and dodging some obstacles (some of obstacles are monsters coming from ground or flying monsters) I don't really worry too much about the bottom part of bg not standing out enough, since it won't be used by your character, so it's not important and should be put in 2nd plan together with the rest of bg.

very detailed and nice work, though main char looks like it's independent, just sticked on the surface.
As an individual piece, this is very pretty, but if it's a game mockup then the traversable environment needs to be easily distinguished from the background and foreground elements. Right now, the only thing that's easily separated like that is the character. Still, beautiful.

In that I could not identify the bottom of the platform (only good observation).
You could have used more colors clarar platform to highlight and differentiate the fund.

It's pretty, but the background is really hard to differentiate from the background.
Individually though all the parts are really well done. Especially the dithering and that circle pattern on the, uh, stone(?).
I know this is old, but I really enjoy the way you pixeled the ice crystals!
