I guess so! This happened to me for the first time... I think I might had messed up preferences in photoshop. I have to do a research)
I've seen that kind of gif behavior in some viewing software. It might have to do with how the gif is encoded: with some compression options, only changing pixels are actually recorded, and the browser is supposed to add them on top of the previous frames / unmoving parts. There should be a setting for this compression (or absence of) somewhere, at least in photoshop.
