You are a NES master, sir. I really like everything here. Excellent use of color and sizes, not too big, not too small and as restricted as possible.
I have tried NES restrictions myself and it really limits you... So chapeau!
Really great work with the perspective and everything - wondering about the power bar though - if its tiles then it's going to scroll funny unless its on its own line, no? Love the platform perspective and the background detail either way.
Also same comment as other people with all these sprite overlays, would be keen to see some breakdowns of how you're doing it but I feel like it'd need a crazy amount of flickering.
It's really great to see someone talented utilize the hugely restricting NES palette with such creativeness and make it look super nice. Makes me wonder how it actually performs as a rom, since even the original Mega Man games had much problems with flickering sprites.
Nonetheless, this is really awesome.

The bird and bomb have 4 colours? If you're doubling up on sprites there'll be a lot of flickering with more than one enemy per line.
FYI - The fence doesn't go over, under, over, under in a weave pattern... Instead it goes over, over, over or under, under, under.

I've never managed to find the proper restrictions for a NES (tiles/memory aside). Would you mind listing them for me?

Now, this is something I really love to see in pixel art. A remake that follows the restrictions and actually looks significantly better than the original.
