Honestly, the pallette hurts my eyes, and there isn't much detail. I'd say this is still WIP.

Maybe you can add some more detail/texture and change the pallette around. Make it look more like a skull! You know... you could make it look like a dead cowboy's rotting head, or make the bandana all beat up so you can see the lower jaw and teeth, or put a bullet hole in the hat, or a snake slithering through the eye sockets, anything!

Not trying to hurt your feels or anything, just trying to be constructive.
