public blackness, the cruel combination of two crimes:
offending police officers with your skin color - which appears to be against the law in parts of the u.s. (and was in south africa until 1994). and public nudity of course. thus offending a police officer with the whole of your skin's color.

I'm pretty sure that was a satirical comment on police violence in the US. No, it isn't expressly illegal here, though it would appear so.
