There's a program called sfxr, as well as bfxr (which is, as I like to call it, an upgraded form of sfxr), which both create retro-style/8-bit sound effects. Well, they're designed for creating retro video game SFX, but as far as I know they should be suitable for creating other kinds of retro-style SFX as well. :3
