Oh my. Last minute entry, and such a marvelous one. Not sure where to begin with. That logo with two different effects - water ripples and light refraction from under the water, but only on it's half. The floating hair, bot those out of the water also look wet. I even dig this mer-elf ears design. And that frame only when it is needed but it's design fits the theme so well. It is hard to choose only 3 votes from over 200 entries, but you made my choice easier at least by 33.33%
