It is still technically pixel art because it is actually done on an real 8 bit machine, hence limitations in resolutions and colours, which are the real definition of pixel art.
Pixel Art is defined in opposition to the HiRes & True Colour format (and also the whole 3D generation of the pictures/display) from modern computers.
Younger ones seem to have forgot where it actually come from.
Anything done on a Amstrad CPC is technically "Pixel Art"... well, concerning the "Art" aspect, it can vary.
Also, to use a "draw circle" function from your paint/photoshop means what you do is no more pixel art ?

Here, the "challenge" was to create an image with commands in an assembler amstrad (13533 characters), , but yes I could improve the finish :)

How can anyone say this isn't pixel perfect, when he has control over every single aspect of the image?
It may not be as clean, but that's because it's more challenging then placing pixels with a tool such as a pencil.

I do not know what you mean with plotting, but I sure as hell use filling and copy and paste and every other tool in the book which makes me work faster. The only rule I would apply is that a dirty tool is any tool where the result which you get will not be known to you before you click. Anything which is 100% forseeable is not a dirty tool. Not that using dirty tools is bad. You can always use those to get something roughly like you want and then you go from there and beat it back into submission.
If there is anyone actually not using stuff like fill or copy paste because they feel it is not conductive to pixel art then I would say they are misguided.
I recently joined this site and I do not know the intricacies of how to draw , but I have seen many pictures without antialiesing and I understand the rules of the pixel painting, the artists of this site never uses the functions of plotting or filling and copy / paste that used by the most basic software (like MSPAINT)
You could do pixelart with code rather than a traditional interface, but I don't think this instance necessarily shows the pixel-level polish associated with the medium

There is no 'real definition of pixel art'. One could scribble on an 8bit machine, and an old schooler might call that pixel art, but here it'd be called oekaki. Terms develop and evolve and vary according to who uses them, especially when they refer to an art form that's in its infancy. I agree that pixel art is different from full blown digital painting /index painting, because of its emphasis on control over the colors and individual placement of pixels in a manner completely foreseen by the artist. But even within its 8bit homeland control can be sacrificed. Draw circle is a fine tool if you clean up the unexpected jaggies later, otherwise you're sacrificing pixel level control.
