@ALL, nothing is worse and will get you banned faster than making multiple accounts for the sake of cheating/voting/faving/etc.!
It is everyone's responsibility to report anything at all. Naturally some proof is desired but even suspicion reports are cool so the PJ staff can keep an eye out.
The PJ gallery Top10, WS, favs, voting, challenges, etc. are designed to motivate, inspire and promote personal improvement and pixelart as a medium only. Because PJ does have these things and people are competitive by nature then its not always easy or possible to keep things pure. The best guard and filter for this is the PJ members themselves. Speak up when needed by reporting to us. We'll keep your privacy.

I don't like the sound of things being "manipulated", the loof forest is great, but the waterfall I don't know if I'm as convinced about, especially if the claims about empty accounts for voting/faving are true : /
this just shows if you want something enough that you are willing to manipulate the system, you will be rewarded.
I'd say you do. If not alone for the improvements you've made in the last few months. Well done.
