Wonderful result. Loads of things to look at, yet it remains simple and elegant.

To me, it's not clear that the character is underwater.

As Robinhood said, schools of fish at the top might help with not only the emptyness, but the lack of... underwater-ness.

Ever since I was a child, I've imagined things like this. I just love it... small shacks, scattered across the mountain tops, connected by ropes and baskets, with airships drifting through the sky, carrying goods and items back and forth.
