I used a single frame as the "end" frame for all animations, and thus, has no outline.

Way too saturated and you lack a definite dark color with which to define the darkest shadows.

Looks good.  You really captured the moment.  I just think the style of the face really clashes with the rest of the piece.

Reminds me of the legend of Zelda for some reason!  Good work. I especially like the subdued palette.

The shoulders look well proportioned but the head seems to be a tiny bit too small.  And the thick outline defining his jaw is a bit distracting.  I don't mind the thick outline outside of the sprite so much though.  And when you're using so few colors, contrast is key.

Looks pretty cool.  The style you used makes it difficult to tell if it's pixel art (very smooth).  The color choices are a little boring though.

This was the technique they used in SFIII--it really makes me appreciate it more after going through the process of creating the anim.  Of course, they had dedicated animators, and programs that "auto-cleaned" I am sure.  Nonetheless, it's still an arduous task.  The end result is pretty satisfying though.

Thanks for all the comments guys.  I went back and changed the green to a blue, and wow, it definitely made a difference.  Also used the darkest color as an outline.  Better than the last?

Hehe, yeah, as I was creating the sprite, I started to notice that in a larger resolution, many of his limbs seemed a bit "cramped".  The legs aren't quite as bad as the hand, which used to be four pixels  closer to his body, which looked really weird, so I took the liberty of moving it forward a bit, regardless of the original sprite.

The only color I was worried about was the green.  It seems a bit too soft?

I'm not sure where all these accusations of "cheating" are coming from, or how exactly I "cheated".  Anyway, they have one leg because the originals had one leg.  Or hadn't you noticed :p

The back view is great.  Very realistic anatomy.  In the last view (the fourth from the left), there's a really dark line defining her left breast which looks out of place whereas the right breast starts at the center of her chest.  The lightest skin tone could use a bit less green and blue.

The sprite itself is great, however, the animation is unnatural and honestly doesn't add anything to the piece itself.  I think you could've gotten away with 16 colors.

Reminds me of something between Valkyrie Profile and the recently released Odin Sphere, which basically means; very very impressive.  There's nothing wrong with it.  It's simply amazing.

The rolls around the midsection are quite distracting and the left arm needs some work.  I would also say the lower right leg is too large and bulbous.  I love the hair (especially the color on the hair) and wings.  Good job.
